What the Headlines Get Wrong About Taxes, Retirement, Condos, and Comparing Cities in Brevard County

A few things get repeated so often around here that people stop questioning them: Florida has no state income tax, so taxes are simple. Retiring in Florida is basically the obvious move. Melbourne versus Orlando is not really a contest. Condo owners are dumping their units because of special assessments. Each of those is a headline version of something real, and each one is missing enough context that it can actually lead someone to a worse decision. I wanted to pull the real numbers behind all four.


No state income tax is real, but it is not the whole tax picture

Florida ranks 5th overall on the 2026 State Tax Competitiveness Index from the Tax Foundation, and not having an individual income tax is a genuine part of why. That much of the headline is true.


What gets left out is how the state raises money instead. Sales tax makes up about 39 percent of Florida's tax collections, running roughly 7 percent combined once local rates are added on top of the 6 percent state rate. Property tax accounts for another 35 percent of collections, though the average effective rate on an owner occupied home here comes in under 1 percent, helped significantly by the homestead exemption once a property becomes your primary residence.


None of that changes the bottom line that Florida is genuinely tax competitive. It just means the honest version is a full tax structure that happens to work out well for most people, not a single number you can repeat without the rest of the picture.


Melbourne versus Orlando is a smaller trade off than people assume

People treat the comparison between Melbourne and Orlando like Orlando obviously wins on jobs and Melbourne wins on cost of living, full stop. That is true as far as it goes, but it undersells what actually anchors Melbourne's side of the equation.

L3Harris Technologies is headquartered here. Northrop Grumman runs a 109 acre campus in Melbourne, where engineers did the digital design work on the B21 Raider, one of the most significant active defense programs in the country. NASA's Kennedy Space Center and Cape Canaveral Space Force Station sit just up the coast, and Health First, the county's largest healthcare employer, has roughly 9,500 people on staff across its hospitals. Unemployment across the Palm Bay, Melbourne, and Titusville metro area sits in the mid 4 percent range as a result.


If your work touches aerospace, defense, healthcare, or the broader tech ecosystem those industries support, the job market gap between here and Orlando is a lot smaller than the general comparison suggests. The trade off is real. It is just not as one sided as people assume.


Retirement in Florida, the honest version

This is the one I want to be direct about, because the sales pitch version of Florida retirement is a decade out of date. Nationally in 2025, about 45,700 people age 65 and older moved to Florida, but almost 44,900 left during that same period. That is a net gain of only 815 retirees statewide, which actually dropped Florida out of the top 10 states for retiree migration.


The states picking up the retirees Florida used to keep, South Carolina, Texas, and Tennessee among them, are winning largely on two things: a real property insurance crisis in Florida, and an overall cost of living that has climbed faster here than in a lot of the places retirees are now choosing instead.


None of that means Brevard County is the wrong call for a retiree. It means the decision deserves real, current numbers for your specific situation rather than either the glowing version of Florida retirement people were selling ten years ago, or the opposite overcorrection. Family proximity, the pace of a community like Sebastian, and a genuine side by side cost comparison against wherever you are now still matter more than a national headline either way.


Where the condo assessment headlines actually come from

The recent wave of large condo special assessments did not come out of nowhere, and it is not simply owners or boards making bad decisions. After the Champlain Towers South collapse in Surfside in 2021, which killed 98 people, the state passed a law requiring structural inspections on a defined schedule. Coastal buildings within three miles of the coast must be inspected by the time they turn 25 years old, inland buildings by 30, and buildings with a certificate of occupancy issued before July of 1992 were already required to complete theirs by the end of 2024.


The costs are exactly why assessments have spiked. A basic Phase 1 inspection alone can run anywhere from about 8,000 dollars for a small building up to 150,000 dollars or more for a large high rise. If that inspection turns up real structural problems, the required repairs under Phase 2 can push well past 250,000 dollars, and boards that miss the deadlines face fines of 500 dollars a day along with potential vacate orders. A real legal requirement is working through the system right now. That is the actual story behind the headline, not panic.
